Patrick Mwesige

Experience & Activities

Patrick is a Financial and Energy Expert with over 25 years of experience in the energy sector. He is a Certified PPP Specialist by the Institute for Public and Private Partnerships (IP3), USA obtained in Partnership with Loughborough University, UK. He is also a Fellow of the Association of Chartered Certified Accountants (FCCA), a member of the Institute of Certified Public Accountants (CPA), Uganda. He holds a Master’s in Business Administration from the University of Durham, UK, An EP Diploma in Management Information Systems from the Maastricht School of Management, in The Netherlands and a Bachelor of Commerce degree from Makerere University, Kampala.

He was the Project Manager at Energy Utility Corporation Limited (EUCL), a subsidiary of Rwanda Energy Group for the USD 95m Rwanda Electricity Sector Strengthening Project (RESSP) assigned by the World Bank.

Patrick was the Technical Advisor/Project Manager at the Ministry of Infrastructure Rwanda for the Energy, Water and Sanitation Authority (EWSA) Reform Programme assigned by the World Bank.

He was the Director of Financial & Administrative Services at Electricity Regulatory Authority (ERA) Uganda. He spearheaded the development of the regulatory framework for Infrastructural investment plans and projects for the generation, transmission, and distribution segments of the ESI in Uganda. He was a critical player in, tariff, investment, and operational performance setting and reviews for all licensees and new project developers for viability and economic sustainability. He played a key role in the development of the Uganda GETFiT Programme that led to the unlocking of generation investments in Renewable Energy unlocking USD400m in mini hydros and grid destined solar generation investments. Patrick provided sector policy inputs to the Ministry of Energy and Mineral Development.
